The Blue Nol card — RTA’s personal (registered) card — is the one residents should carry. It does everything a Silver card does, but because it is tied to your Emirates ID it protects your balance if the card is lost, unlocks monthly and annual passes, and carries the concessions that halve or eliminate fares for students, senior citizens and residents aged 60+, and People of Determination. This guide covers who qualifies, exactly how to apply, and the renewal rule that quietly costs people their discount.
What the Blue card is
The Blue (personal) card costs AED 70, including AED 20 of travel credit. It has the same fares and daily cap as a Silver card, with three things a Silver card cannot do:
- Balance protection. Because it is registered to you, a lost or damaged card can be replaced and your remaining credit recovered — an anonymous Silver card’s balance is gone with the card.
- Passes. Monthly (30-day), 90-day and annual travel passes require a registered card; anonymous cards top out at a 7-day pass.
- Concessions. The discounted and free-travel categories below are only available on a personal Blue card.
The concession categories and what you actually save

For a student or senior commuting daily, the 50% discount stacks with the monthly pass — the concession 30-day all-zones pass is roughly AED 175 versus AED 350 standard, so a cross-city commute that would cost a full-fare rider AED 300+ a month drops to a fraction of that. It is the single biggest saving in the whole Nol system.
How to apply — step by step
- Most categories (Adult, Student, Senior): apply through the RTA portal (rta.ae) or the RTA Dubai mobile app. You will need your Emirates ID and a photo; students also attach the school/university proof.
- People of Determination: this application is handled separately — the request is submitted by email to ask@rta.ae rather than through the app.
- You can also apply or collect at ticket offices, RTA Customer Happiness Centres, and authorised sales agents.
- Once issued, load credit and travel — the concession is applied automatically at the gate.
Registered Silver vs Blue — the distinction that matters
Two things often get muddled. Registering a card (linking any Silver or Gold card to your Emirates ID) is what gives you balance protection and access to monthly and longer passes. The Blue personal card is the registered card that additionally carries the concession categories above. So:
- If you just want your balance protected and the ability to load a monthly pass, registering a Silver card is enough.
- If you qualify as a student, senior or Person of Determination, you specifically need the Blue personal card — that is where the discount or free-travel category lives.
For most residents the simplest path is to get the Blue card from the start and skip the two-step registration later.
If your registered card is lost or damaged
This is the Blue card’s quiet superpower. Because the balance lives against your account rather than only on the chip, a lost, stolen or damaged personal card can be replaced with the remaining credit restored — something impossible with an anonymous Silver card, whose balance vanishes with the card. Report it and apply for a replacement through the RTA app or portal (the “renew or replace personal nol card” service), or at a Customer Happiness Centre with your Emirates ID. Block the old card as soon as you notice it gone so nobody drains the balance before the replacement is issued.
The renewal rule that catches people out
Concessions are not permanent. The Student, Senior, and resident People of Determination concessions must be renewed every year, as long as you remain eligible. Miss the renewal and the card quietly reverts to standard adult fares — you keep travelling, you just stop getting the discount and may not notice for weeks. Set a reminder near your renewal date and re-confirm eligibility through the app before it lapses.
Blue vs Silver — which should you get?
- Resident who rides regularly: Blue, every time. Balance protection and pass eligibility alone justify it, before any concession.
- Student, senior (60+), or Person of Determination: Blue is essential — it is the only card that carries your discount or free travel.
- Short-term visitor: stick with a Silver card; the Blue card’s registration and annual renewal are not worth it for a few days.
Children and free travel
Separately from the concession categories, children under 5 travel free and need no card at all. Older children pay standard fares unless they hold a student concession in their own right.
